In other areas the framerate seems to be variable, but at least always above 30fps. In some areas, mostly indoor and dungeon areas, the game also seems to run at 60fps (with dips here and there, undocked looks to be more stable). The battles are indeed locked at a nice 60fps, and while it was said that outside of battle the game runs at 30fps, I can say it's not exactly the case.
